Senior Estates Officer (Mechanical) – Liverpool University Hospitals NHS Foundation Trust

We are seeking a suitably experienced Senior Estates Officer (Mechanical) to join the Operational Estates department at Liverpool Women's Hospital. The successful candidate will demonstrate commitment, enthusiasm and professionalism in a fast‑paced healthcare environment.


Responsibilities

  • Advise and assist the Head of Estates on all technical matters relating to building maintenance management.
  • Provide senior leadership to the Maintenance Team and liaise with key Trust departments to ensure maintenance and repair works are delivered smoothly with minimal impact on patient care.
  • Deliver operational maintenance, Project Management and Statutory Compliance aspects of Estate Management.
  • Act as Authorised Person (AP) for Trust services, arranging and monitoring specialist contracts.
  • Ensure the Trust’s maintenance management systems reflect good practice in accordance with H&S legislation and HTMs.
  • Maintain delegated infrastructure services across Trust sites.
  • Support the Head of Estates with compliance management of Hard FM areas across Liverpool Women's, Aintree, Royal and Broadgreen sites.
  • Perform technical and managerial duties for reporting, escalation and recommendations.
  • Ensure planned preventive and reactive maintenance work is carried out on time and within budget, managing in‑house staff and external contractors.
  • Minimise disruption to hospital departments and maintain operational continuity.
  • Provide technical support for specialties such as decontamination equipment, medical gases, ventilation systems, steam systems, boilers, electrical systems, energy monitoring, fire alarms, mechanical systems, legionella control, building management systems, generators, lifts and waste management.
  • Work closely with Operational Managers, CAFM team, capital team, Health & Safety, and Property to develop and report on compliance.

Hours: 37.5 hours per week, Monday‑Friday. The post includes participation in the on‑call rota for out‑of‑hours emergency calls, with occasional weekend and evening work while on call.


Location: Based at the Royal Liverpool Hospital with travel across Trust sites.


Qualifications

  • Minimum HNC/HND qualification in Mechanical, Electrical or Building Services Engineering.
  • Proven experience managing an in‑house estates workforce and external contractors.
  • Comprehensive knowledge of mechanical and electrical maintenance.
  • Practical experience and knowledge of procuring building projects.
  • Strong understanding of statutory compliance frameworks (HTMs, H&S legislation, LOLER, PUWER, PSSR).
  • Excellent verbal and written communication skills.
  • Capacity to plan maintenance and upgrade works and manage staffing levels.
  • Experience implementing policies for the Estates Department and monitoring computer‑based systems.
  • Ability to produce analytical reports from software data.
  • DBS check required; subject to the Rehabilitation of Offenders Act.

Desirable Criteria

  • Experience in mechanical building services such as HVAC, medical gases, heating & ventilation, hot & cold water systems, legionella control.
  • Experience delivering planned preventive maintenance programmes and reactive maintenance in a large, complex environment.
  • Proficiency in building design software (e.g., AutoCAD) and other relevant software.
  • Design skills and technically minded project management skills.
  • Excellent written and oral communication with the ability to influence and persuade.
  • Strong organisational and presentation skills, ability to work independently or as part of a team.
  • Capability to organise and delegate work and manage multiple projects across sites.
  • Confidence in communicating complex information and ability to work at all levels.
